Carl P. Moyer

Carl Moyer is the Director of Economic Analysis at Rock Creek Trade. He has more than two decades of experience in a variety of international trade proceedings, including antidumping and countervailing duty, customs, and export control matters.

He provides in-depth economic analysis and advice in the formulation of strategies for advancing clients’ interests in trade remedies proceedings before various agencies of the federal government, including the U.S. International Trade Commission, the U.S. Department of Commerce, the U.S. Customs Service, the Office of the United States Trade Representative, and the U.S. Court of International Trade.

He has worked on numerous antidumping, countervailing duty, China special safeguard, and global safeguard proceedings, providing quantitative and qualitative analysis of price, cost, and financial data before the Department of Commerce, as well as analysis of market trends, industry performance, financial performance, and import competition in injury and safeguard investigations before the USITC.

His range of expertise and case involvement covers a broad array of industrial and agricultural industries, having represented U.S. producers of fresh tomatoes, cattle, glass and glass products, bearings, rails, steel and specialty steel products, industrial belts, pneumatic off-the-road tires, passenger and light truck tires, coated paper products, and engineered process gas turbines/compressors.

Mr. Moyer’s work has also involved monitoring and preparing analyses of negotiating texts with respect to the Uruguay Round multilateral trade negotiations and the Doha Development Agenda negotiations.
