Biography

Hiroko Hagen is the Director of Statistical Analysis at Rock Creek Trade.  She has more than two decades of experience providing data and economic support in a variety of international trade disputes, with a primary focus on U.S. antidumping and countervailing duty proceedings.

Her primary focus is on the complex analysis of economic data in antidumping and countervailing duty proceedings. She has been involved in a wide variety of trade proceedings, including agency investigations and administrative reviews, sunset reviews, new shipper reviews, appeals to and remand proceedings from the U.S. Court of International Trade and binational panels established under the North American Free Trade Agreement (NAFTA), the US Mexico Canada Agreement (USMCA), suspension agreements, and Section 201 safeguard proceedings.

She has represented both domestic and foreign companies involved in cases in the United States, as well as U.S. companies involved in proceedings in China, Korea, and Brazil. She has represented both U.S. and foreign companies from a wide array of industries including chemicals, steel, agricultural products, furniture, outboard engine, consumer appliances, lumber, and more. Ms. Hagen has also represented clients before the U.S. Securities and Exchange Commission and the Internal Revenue Service.

Prior to joining Rock Creek Trade, she was the Director of Statistical Analysis at Cassidy Levy Kent (USA) LLP and a senior consultant at King & Spalding LLP.  She also worked at Dewey & LeBoeuf LLP as the Senior Statistician, providing statistical and econometric analysis in support of the firm’s business intelligence, international trade, tax, and litigation groups.
