Biography

Jack Levy is a co-founder of Rock Creek Trade LLP.

He advises companies and trade associations on all aspects of international economic regulation and trade policy, including:

  • Antidumping and countervailing duty investigations;
  • Section 201 “safeguard” cases;
  • Section 232 proceedings;
  • Section 301 actions;
  • Customs;
  • Export controls and economic sanctions;
  • CFIUS reviews; and
  • Trade policy.

Mr. Levy litigates before the International Trade Commission, U.S. Department of Commerce, U.S. Court of International Trade, NAFTA and USMCA panels, and the World Trade Organization.  He also represents individual companies and associations on trade legislation in the Congress and trade policy issues under review by the executive branch of the United States Government.

He has been recognized by Chambers and Partners as an “experienced trade litigator” with “excellent technical skills” who is “incredibly dedicated to the client” and “often called upon to advise on high-profile antidumping and countervailing duty disputes.”   Chambers and Partners further notes how “he always sees three steps ahead on strategy” and “is very sophisticated and commercial” in his service of clients.

REPRESENTATIVE WORK

Mr. Levy’s recent experience includes:

  • Representation of U.S. chemical producers in more than a dozen antidumping and countervailing duty investigations, administrative reviews, changed circumstances reviews, new shipper reviews, and sunset reviews.
  • Leading a coalition of U.S. brass rod producers in antidumping and countervailing duty investigations against imports from Brazil, Israel, India, Mexico, Korea, and South Africa.
  • Representing U.S. copper tube producers in successful antidumping actions against Vietnam, China, and Mexico.
  • Leading a Section 201 “safeguard” action against global imports of washing machines, resulting in up to 50% duties — the first such win under the law in 16 years.
  • Representation of a U.S. ferroalloy producer in “sunset review” proceedings before the U.S. Commerce Department and U.S. International Trade Commission
  • Represented domestic steel producers in antidumping and countervailing duty proceedings against China, India, Italy, and Germany.
  • Successfully representing a coalition of U.S. biodiesel producers in antidumping and countervailing duty proceedings against Argentina and Indonesia.
  • Representing a U.S. appliance producer in multiple antidumping and countervailing duty actions against South Korea, Mexico, and China.
  • Representing a domestic integrated steel producer in section 301 proceedings before the U.S. Trade Representative.
  • Winning an unprecedented set of antidumping and countervailing duty “exclusions” for softwood lumber products originating from Nova Scotia.
  • Defense of U.S. commodity importer in multi-million dollar customs fraud investigation.
  • Defense of a global chemical manufacturer in export control enforcement action.
  • Representation of a Middle East distributor in anti-boycott enforcement proceeding.
  • Representation of various Canadian and European multinationals on U.S. economic sanctions compliance matters.
  • Regulatory counseling in connection with foreign direct investments in various US sectors, including nuclear technology, financial services, heavy equipment, real estate, and telecommunications.
  • Advice to trade association on complex North American market access and investment issues.
