Biography
Neal Halper is the Director of Accounting at Rock Creek Trade. Neal advises clients on various matters related to the administration of U.S. trade remedies, with a particular focus on antidumping (AD) litigation. Mr. Halper has extensive experience in AD proceedings before the U.S. Department of Commerce (DOC), as well as litigation arising from those proceedings.
Mr. Halper served with distinction at the Commerce Department for over 30 years. He began his career as a Staff Accountant in the Office of Accounting (OA) for the Enforcement & Compliance (E&C) unit of the International Trade Administration. He was subsequently promoted to Senior Accountant, Program Manager, and ultimately Office Director where he served for over 20 years.
In his role as Director of the OA for the E&C unit, Mr. Halper led a staff of 25 cost accountants in enforcing the U.S. trade laws. Mr. Halper worked on trade cases covering a wide array of industries, including: chemicals, various steel and copper products, agriculture, semiconductors, paper products, consumer appliances, lumber, heavy machinery, and more.
In addition to managing the hundreds of trade cases associated with this Office, Mr. Halper was also responsible for managing the day-to-day operations of the OA, advising DOC’s Chief Counsel’s office on litigation issues, and for advising the Assistant Secretary for Enforcement and Compliance on a broad range of international trade and policy matters. Furthermore, Mr. Halper trained DOC staff in trade enforcement techniques and represented the U.S. Government at several trade-related technical exchanges with officials from foreign governments.
Before joining the Commerce Department, Mr. Halper became a Certified Public Accountant (CPA) and worked several years as a Senior Accountant at a national accounting firm. In that capacity, Mr. Halper performed GAAP-based financial audits of large and medium sized clients and prepared tax returns for various types of entities and individuals.
