Biography

Paul Keith specializes in international trade law with a focus on antidumping and countervailing duty cases.  Prior to joining Rock Creek Trade, Mr. Keith served as Assistant Chief Counsel in the Office of the Chief Counsel for Trade Enforcement and Compliance at the U.S. Department of Commerce.  In that role, Mr. Keith advised the International Trade Administration on legal matters concerning antidumping and countervailing duty investigations, administrative reviews, scope and circumvention proceedings, suspension agreements, remand proceedings, and section 129 proceedings.

Mr. Keith has significant litigation experience, and has been recognized by the Office of the General Counsel for distinguished performance for his success in litigation. He previously represented the Commerce Department before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, the World Trade Organization, and NAFTA and USMCA binational panels.

Mr. Keith played a significant role in various high-priority cases for the U.S. Government, including the negotiation and subsequent defense of new amendments to suspension agreements on Sugar from Mexico, the successful appeal to the Federal Circuit of issues concerning Commerce’s separate rates practice in non-market economy cases, and the defense before USMCA and NAFTA binational panels of Commerce’s antidumping duty determinations on Softwood Lumber from Canada.  Additionally, Mr. Keith represented the agency in World Trade Organization disputes concerning Hot-Rolled Steel from India and Ripe Olives from Spain.

Paul graduated from Washington and Lee University School of Law, where he served on the Washington and Lee Law Review, the Moot Court Executive Board, and was awarded the Roy L. Steinheimer Jr. Commercial Law Award for the most outstanding record in commercial law.  During his undergraduate tenure at Georgetown University, he was captain of the men’s heavyweight rowing team.
