Stan T. Bowen, CPA

Stan Bowen is the Director of Accounting at Rock Creek Trade. He is a CPA with more than two decades of experience providing data and accounting support in a variety of international trade disputes, with a primary focus on U.S. antidumping and countervailing duty proceedings.

Over the course of his career, Mr. Bowen has advised both domestic and foreign firms in proceedings — including antidumping and countervailing investigations, administrative reviews, new shipper reviews, and sunset reviews — before the U.S. Department of Commerce and U.S. International Trade Commission.

Mr. Bowen has supported clients in cases involving agricultural products, lumber, various steel and copper products, chemicals, memory modules, low enriched uranium, printing presses, bearings, and various paper products. His contributions include data analysis and reporting, price monitoring, questionnaire response preparation, onsite verification support, and surrogate value research for non-market economy cases.

Prior to joining Rock Creek Trade, LLP,  Mr. Bowen was the Director of Accounting at Cassidy Levy Kent LLP  and a Senior Economist at Skadden, Arps, Slate, Meagher & Flom LLP.  Prior to those positions, he worked for Trade Resources Company, a Washington based trade consulting firm that primarily assisted foreign producers.  Additionally, Mr. Bowen served as a Senior Cost Accountant in the Office of Accounting of Import Administration at the U.S. Department of Commerce. In that position, Mr. Bowen concentrated on the complex analysis of the financial and cost accounting data required by the agency in antidumping and countervailing duty proceedings.

Before entering the trade field, Mr. Bowen became a Certified Public Accountant and served as a Senior Tax Consultant and Audit Manager for a CPA firm.

Mr. Bowen raises prized Angus and Herford beef cows on his farm with his wife and sons in Virginia.
