Susan Moyer

Susan Moyer is the Director of Data Analysis at Rock Creek Trade. She has more than two decades of experience in a variety of international trade proceedings, including antidumping and countervailing duty, customs, and export control matters.

She provides analytical and SAS programming support for all aspects of trade remedy and customs litigation. A significant portion of Ms. Moyer’s work relates to the development and reporting of data to the U.S. Department of Commerce and U.S. International Trade Commission in antidumping and countervailing duty proceedings. She is often called on to review the issues presented in each case, estimate duty liability, and analyze the Department of Commerce’s complex calculation programs in such proceedings. She also assists companies responding to U.S. International Trade Commission questionnaires in various trade remedy proceedings.

Her customs experience has primarily involved data and analytical support in prior disclosures, audits, classification, duty preference eligibility and penalties analyses. She has substantial experience reconciling customs declarations to normal company accounting records. She has also worked with clients to develop company-specific compliance programs, including desktop working procedures.

In addition to her work before U.S. agencies, Ms. Moyer has also supported clients involved in appeals of agency determinations to U.S. courts. She has represented both domestic and foreign companies involved in cases in the United States, as well as U.S. companies involved in proceedings in China and the European Union. Ms. Moyer has represented both U.S. and foreign companies from a wide array of industries including chemicals, steel, agriculture, livestock, bearings, furniture, consumer appliances, autos, lumber, and more.

Ms. Moyer has worked at several private sector law and economic firms, including as the Director of Data Analysis at Cassidy Levy Kent (USA) LLP, as a Manager at ITR LLC, as Program Manager, Data Analysis at Trade Resources Company, and as a Senior Economist at Skadden, Arps, Slate, Meagher & Flom LLP.
